STATE INFORMATION POLICY IN THE CONDITIONS OF FORMATION OF THE INFORMATION RESOURCES MARKET

Abstract

The article is devoted to the development of theoretical and methodological principles for the formation of state information policy in the conditions of the information resources market in modern conditions. The essence of information resources as a factor of production and the author's interpretation of the traditional triad of production factors are revealed. The objective conditions for the emergence and development of the information resources market in modern conditions are substantiated. The specifics of the information resources market are clarified with the identification of a situation of information goods, where the demand and supply curves are reversed. The main socio-economic prerequisites for the formation of the information resources market and approaches to their definition are determined. Qualitative changes are identified that express the main trends in the development of the information resources market in the modern economy; recommendations are made aimed at solving internal problems related to improving the quality of information services. Proposals for the development of the information resources market in the conditions of economic modernization are developed. The developed research program and categorical apparatus allow creating a basis for the practical formation of socio-economic conditions for the functioning of the information resources market and its positioning in the forefront of social development of Ukraine. The methodological basis for studying the economic essence of the information resources market and its recognition as a factor of production is substantiated. Theoretical conclusions and provisions are of great importance for practical policy in the field of education economics, scientific research and development, where one should be guided not by foreign programs, but by those based on the Ukrainian economic mentality and the peculiarities of creating and preserving domestic intellectual capital. The theoretical conclusions of the study allow us to note the direct dependence of the legal mechanisms for regulating the information resources market on the equivalence of economic relations that exist in the relations of this market.
