TRANSFORMATION OF APPROACHES TO UNDERSTANDING STATE NATIONAL SECURITY POLICY

The article examines changes in approaches to understanding and implementing a state's national security policy in the context of global changes. In light of changing international conditions, rapid technological development, and the emergence of new threats, national security has become one of the most important challenges for states around the world. The author analyzes the evolution of the concept of national security, in particular in Ukraine, with an emphasis on adapting national strategies to modern realities. Particular attention is paid to the changing nature of threats to national security caused by both external and internal factors. Modern national security is no longer limited to the military dimension, but covers a wide range of issues - from cybersecurity to environmental and economic problems. With the development of such an understanding of security, the complexity of approaches to its provision also increases. This article also analyzes examples of such approaches in the national security policy of states, in particular the experience of Ukraine, where threats are constantly changing under the influence of external factors, including aggression by neighboring states. An important aspect of transformational approaches to national security is the interaction between different security sectors. All areas of security, such as economic security, social stability, the fight against corruption, ecology and energy security, should be taken into account in national security strategies. An important element of changing the approach to national security is the reorientation to preventive action strategies. Since modern threats are more uncertain and difficult to predict, states must act proactively, not only responding to crisis situations, but also preventing them. This includes the development of scientific and technical potential for early detection of threats, the creation of new mechanisms for monitoring and assessing risks, and the development of strategies for effective response to crisis situations. In general, a change in the approach to understanding national security policy is a necessary condition for adapting to the new realities of the modern world. Security includes not only physical defense, but also a number of other elements that affect the stability and development of the state in the face of constantly changing global challenges and threats.
