THE IMPORTANCE OF TERRITORIAL COMMUNITIES IN IMPROVING THE ACTIVITIES OF MEDICAL AND HOSPITAL INSTITUTIONS UNDER THE LEGAL REGIME OF MARTIAL LAW IN UKRAINE

The article defines that healthcare is one of the key spheres of public life, which significantly influences the socio-economic development of each country. In the conditions of modern realities, especially during the period of martial law in Ukraine, the importance of the medical sector is gaining a strategic nature. Medical institutions, which are the basis for ensuring the health of the population, require effective management, new approaches to organizing work and adaptation to the challenges of today. Territorial communities are becoming important subjects of the processes of improving the activities of medical institutions, contributing to their sustainability and efficiency. It is found that for Ukraine, which is currently facing serious challenges due to the war, the experience of healthcare reforms in other countries is an important guideline. However, national characteristics, such as the need to provide medical care for internally displaced persons, rehabilitation of victims and support for the population of frontline territories, require the development of their own management models. In these conditions, territorial communities play a key role, as they have the opportunity better adapt medical infrastructure to the needs of specific regions, attracting local resources and initiatives. It is substantiated that modern challenges also require the implementation of innovative approaches to the activities of medical institutions. This includes the development of digital technologies, such as electronic health records, telemedicine, as well as the use of mobile clinics to serve remote and frontline areas. In addition, cooperation between territorial communities with state bodies, international organizations and volunteer initiatives remains important. Such an integrated approach allows ensuring the availability of quality medical care even in difficult conditions, while simultaneously contributing to the preservation of human capital and strengthening national security. It is proven that healthcare is one of the most important areas of public life, which directly affects the well-being of the population and the overall development of the country. In the conditions of martial law that continues in Ukraine, medical institutions are faced with new, extraordinary challenges, such as providing medical services in frontline areas, providing assistance to victims and internally displaced persons, as well as optimizing medical resources in conditions of limited funding. A key role in solving these problems is played by territorial communities, which must adapt the healthcare system to the specific needs of the regions.
